Dear Neighbors,
We want to offer an update for you on the METRORapid University Corridor Project. Thanks to this neighborhood’s consistent and impassioned arguments, today we have a commitment from the METRO CEO, Tom Lambert, that an OVERPASS is off the table.
On Monday, we asked METRO to look at all alternatives to their current design. We did not want to limit them in their analysis, but we asked that at a minimum they consider: a smaller underpass on Lockwood, routes off of Lockwood and influencing Union Pacific to change their operating practices to address the root cause of this issue.
Today, METRO responded to our requests. They identified a smaller underpass design, presented analysis on the “Scott Street Alternative” that you raised during public meetings last week, and committed to being a partner on issues posed by Union Pacific. There is reason for optimism, but what they presented will not address all of the neighborhood’s concerns.
Smaller Scale Underpass
METRO’s new preferred design is a bus-only underpass with pedestrian access. Their analysis has concluded that it is technically feasible and meets the community’s demand to avoid an overpass. METRO’s initial research shows this underpass will not pose an increased flood risk to the neighborhood and they do not expect this design will require acquisition of homes. METRO will no longer seek to build an overpass on Lockwood at Harrisburg. This also means there is no longer a need to elevate the Harrisburg BRT station.
Impacts to the Esplanade
This design presented today by METRO will have significant impacts on the Lockwood Esplanade. METRO says it is committed to limiting tree loss and will speak on this in detail at upcoming community meetings.
Alternative Route
METRO has reviewed an alternative BRT route proposed by residents at the March 21st meeting at the Cape Center that suggested moving the BRT project off Lockwood and onto Scott Street. After study, METRO says this proposed route is not a viable alternative. They have presented a report detailing the reasons they believe Lockwood is the best route forward. We understand many residents will not agree with METRO’s decision, and we’ve expressed how important it is for METRO to justify their choice of route.
What Comes Next
METRO plans to answer questions about their project designs at a community town hall hosted by Rep. Sylvia Garcia Monday, April 3rd at the E.B. Cape Center, 4501 Leeland St., from 6:00-7:30 pm. We hope to host METRO for additional neighborhood conversations very soon. There are many elements to this project that will impact our neighborhood and we encourage you to learn more so that you may offer your thoughts to METRO planners.

We believe METRO will vote within the next week to proceed with the selection of a “Locally Preferred Alternative” that allows them to move ahead in their push for federal funding. This is not the end of the conversation. Neighbors must all continue to engage with METRO on the design of this project and express their opinions to METRO and their elected officials.

Queremos brindarles una actualización sobre el Proyecto del Corredor Universitario METRORapid. Gracias a los argumentos constantes y apasionados de este vecindario, hoy tenemos el compromiso del director ejecutivo de METRO, Tom Lambert, de que un paso elevado está fuera de la mesa de negociación.
El lunes, le pedimos a METRO que buscara todas las alternativas a su diseño actual. No queríamos limitarlos en su análisis, pero les pedimos que, como mínimo, consideraran: un paso subterráneo más pequeño en Lockwood, rutas fuera de Lockwood o convencer a Union Pacific a cambiar sus prácticas operativas para abordar la causa principal de este problema.
Hoy, METRO respondió a nuestras solicitudes. Identificaron un diseño de paso subterráneo más pequeño, presentaron un análisis sobre la “alternativa de Scott Street” que ustedes han planteado durante las reuniones públicas la semana pasada y se comprometieron a ser socios en los problemas planteados por Union Pacific. Hay motivos para el optimismo, pero lo que presentaron no abordará todas las preocupaciones del vecindario.
Paso subterráneo de menor escala
El nuevo diseño preferido de METRO es un paso subterráneo solo para autobuses con acceso para peatones. Su análisis ha concluido que es técnicamente factible y cumple con la demanda de la comunidad para evitar un paso a desnivel. La investigación inicial de METRO muestra que este paso subterráneo no representará un mayor riesgo de inundación para el vecindario y no esperan que este diseño requiera la adquisición de viviendas. METRO ya no buscará construir un paso elevado en Lockwood en Harrisburg. Esto también significa que ya no es necesario elevar la estación BRT de Harrisburg.
Impactos a la Explanada
Este diseño presentado hoy por METRO tendrá un impacto significativo en la explanada de Lockwood. METRO dice que está comprometido a limitar la pérdida de árboles y hablará sobre esto en detalle en las próximas reuniones comunitarias.
Ruta alternativa
METRO ha revisado una ruta BRT alternativa propuesta por los residentes en la reunión del 21 de marzo en el Cape Center que sugirió mover el proyecto BRT de Lockwood a Scott Street. Después del estudio, METRO dice que esta ruta propuesta no es una alternativa viable. Han presentado un informe que detalla las razones por las que creen que Lockwood es el mejor camino a seguir.
